Editorial policy of the journal
"New in Economic Cybernetics"

AIMS AND OBJECTIVES

The main goal of the journal is to cover topical problems of economic cybernetics as a symbiosis of economic science, mathematics and computer science. The journal covers theoretical, methodological and practical aspects of regional economics, innovation processes, use of modeling tools and information technologies in economics.

The objectives of the journal include:

  • generalization of scientific and practical achievements related to the issues of economic theory, economic and mathematical analysis and modeling of socio-economic processes;
  • coverage of the problems of application of information and communication technologies and systems at the regional level and the level of individual economic entities;
  • development of theoretical and practical provisions for the formation of regional policy and ensuring regional economic development;
  • study of the processes of innovative development and digital transformation of the activities of economic entities;
  • improvement of theoretical and methodological foundations of labor economics;
  • study of applied aspects of accounting, audit and economic statistics.

The journal publishes materials of advanced and original articles, materials of analytical, research, scientific and methodological nature. The authors of articles are teachers, researchers and postgraduate students of various educational and research organizations, practitioners. The target audience of the journal is economists, analysts, business informaticians, specialists in innovative development, as well as teachers and students of economic, accounting, financial and mathematical faculties of educational organizations.

FREE ACCESS POLICY

The journal provides direct open access to its content based on the following principle: free open access to research results increases global knowledge sharing.

ETHICS OF SCIENTIFIC PUBLICATIONS

Journal "New in Economic Cybernetics" provides direct open access to its content.

Free reproduction of journal content for personal use and free use for informational, scientific, educational and cultural purposes is allowed. When citing the reference to the journal is mandatory.

COPYRIGHT AND AUTHOR'S ETHICS

The author means all persons (co-authors) who participated in the research and creation of the manuscript and are responsible for its content. The person (author) who submitted the manuscript to the editorial office is responsible for the completeness of the author's team and for coordinating with them all changes made to the text of the manuscript based on the results of its review and editing.

All copyrights for the articles belong to the authors. The author who submits an article to the journal "New in Economic Cybernetics" gives his consent to its publication in the journal and transfers to the editorial office the rights to use the article, including its placement in the public domain on the journal's website, to transfer the text of the article (including references, bibliographic information, etc.) to the persons to whom the provision of this information is mandatory, or to other persons in order to ensure the possibility of citation of the publication and increase the citation index of the author and the journal.

When using any copyrighted materials published in the journal "New in Economic Cybernetics", the reference to the journal, the author and the title of the article is mandatory. Violation of copyright is prosecuted by law.

Authors submitting articles for publication in the journal "New in Economic Cybernetics" should observe the principles of scientific ethics: originality of materials; provision of reliable data and research results; absence of false statements and errors in the presentation of data; availability of high-quality statistical processing of the presented data; inadmissibility of personal, critical or disparaging remarks and accusations against other researchers; exclusion of plagiarism; recognition of the contribution of others to the development of the research topic;

It is not allowed to send the same article to other publications before the decision to reject the article is made.

ETHICAL PRINCIPLES OF THE JOURNAL EDITORIAL BOARD

The Editor-in-Chief and his deputy have the exclusive right to accept an article for publication or reject it, while ensuring the following ethical principles and requirements:
- objectivity at the stage of preliminary evaluation of a scientific article;
- high quality of published materials;
- consideration of conflicts of interest;
- observance of copyright;
- confidentiality.

The material of the article can be rejected by the editorial board at the stage preceding the review, if there is a good reason for this: the subject of the article does not correspond to the subject of the journal; the article is obviously of low scientific quality; the article was previously published in another edition; the submitted materials revealed a fundamental contradiction to the ethical principles adhered to by the journal. The editorial board also has the right to reject improperly formatted articles.

The editors reserve the right to make minor technical corrections to the text of the article without violating its meaning and content.

The editors of the journal in the process of reviewing the articles should familiarize themselves with the original information contained in them in detail, but they do not have the right to use it for their own research or other personal purposes. The use of such information is allowed only after the official publication of the article with correct citation in accordance with generally accepted requirements.

The editors of the journal should not impose on the authors the citation of articles published in the journal "New in Economic Cybernetics" in order to artificially increase the scientometric indicators of the journal.

All incoming materials not rejected by the editorial board at the first stage of consideration, the responsible secretary passes for review, selecting reviewers from among the most competent experts on the subject of the article.

The editors should guarantee the high quality of materials published in the journal and their content integrity.

The materials published in the journal reflect the personal point of view of the authors, which may differ from the point of view of the editorial board. The authors are responsible for the factual materials and data presented in the articles.

CONFLICT OF INTEREST POLICY

A potential conflict of interest exists when there are financial, personal, or professional conditions that may influence the scientific judgment of a reviewer or editor and, as a result, the editorial board's decision regarding the publication of an article.

If a conflict of interest exists, an author may request that a particular editor or reviewer be excluded from consideration of an article he or she has submitted. Editors and reviewers should declare a potential conflict of interest that could influence the editorial board's decision.

If an editor or reviewer has a conflict of interest with the author of the article, the article should be transferred to another editor or reviewer, respectively. The evaluation of the article should not be biased. The presence of a conflict of interest declared by any of the participants of the review and peer-review process should not in itself lead to a refusal to publish, since the most important criterion for evaluating a manuscript is its scientific quality.

POLICY OF WITHDRAWAL OF ARTICLES FROM PUBLICATION (retraction of articles)

In some cases the editorial board of the journal may decide to withdraw an article (retraction).

Reasons for retraction of an article:
- detection of plagiarism in the article, including detection of borrowing of figures, graphs, tables, etc., if the fact of plagiarism became obvious after the publication of the article;
- the emergence of copyright claims to the article or parts of it by third parties;
- discovery of the fact of publication of the article in another edition before the date of its publication in the journal;
- the presence in the published article of serious errors that cast doubt on its scientific value.

In these circumstances, the editorial board of the journal initiates a check, according to the results of which the article can be withdrawn from publication. An act on withdrawal of the article from publication is drawn up and signed by the Editor-in-Chief. A copy of the act is sent to the author of the article.

At the same time, the article is not physically removed from the published circulation and the issue file on the website.

The editorial board publishes an announcement about the article retraction with its placement on the corresponding page of the issue content on the official website of the journal.

PLAGIARISM POLICY

All articles submitted to the editorial office are checked for correctness of borrowings at the initial stage of acceptance. In case of reasonable suspicion of plagiarism or detection of technical methods allowing to hide its presence, articles are not accepted for further consideration. Authors are sent a message about refusal of consideration due to suspicion of plagiarism. If plagiarism is detected in an already published article, such an article is withdrawn from publication without the possibility of recovery (without physical removal of the article, by publishing an announcement of the presence of plagiarism on the relevant pages of the journal's website and the article file). If there is incorrect borrowing in the received article, all cases of such borrowing are considered individually.

Received articles are checked in the systems "Rucontext", "Antiplagiat.ru", as well as through other Internet search engines. If the editorial board has grounds for a more detailed check, additional tools may be used to search for borrowings.

The editorial board strongly discourages the use of any technical methods to increase the uniqueness of the text. Articles that show signs of technical modifications to artificially increase the uniqueness of the text cannot be published in the journal.
